There are exceptions, to be sure, but for the most part, the people who do the most complaining about HOAs are those who have either not read the regulations for their current development or they choose not to comply with them. Having read tons of violation reports over the past six-plus years, some people simply do not maintain their property if no one holds them accountable. If rules aren't enforced, everyone's property value goes down.

Put our house up for rent last Thursday- got 8 vio notices in one envelope yesterday, lol. Every year they ask me to replace my chaste tree, Lantana, cape honeysuckle, etc. because they're "dead" Some things go dormant for winter and I'm not replacing them, dummies. I go through this every year with Peccole-they just don't get it. Weeds and other stuff I get, but how about you wait for the weather to warm up and things to bud before you declare plants dead.
