Now you've got someone else going to lose sleep over this tragedy, and I'm many miles away from the noise.

What oftentimes surprises me is I'll hear someone having a loud Saturday night party a whole block away from me, and why oh why is it I have to call the police on these people, when their immediate neighbors are more effected by the noise?

One thing I do, when there's an obvious noise violation going on in my neighborhood, is I'll make a long paper banner, written in big black letters in Magic Marker, saying something like: If this continual noise offends you, please call the Office or Police, and I'll tape it to their garage door in the middle of the night, for everyone passing by to see.

It worked well with some immigrants running a power saw on their driveway, a half block away in an adjoining townhouse complex. The next day, the banner was removed, and all noise ceased from that day onward.

You may also consider a Noise Lawsuit. Check out noisefree.org, nonoise.org,
and Noise-off. One of those sites will instruct as to how to craft a Noise lawsuit.

Maybe they invited their neighbors to the party?
