I just said chain them to the posts because they probably wouldn't spend their time chasing these guys, rather put a bin out there, locked and chained for collections. You might think it is trivial. I do not. These people have made physical contact with me as I walk by. How is that acceptable? Such behavior would not be allowed in a workplace. Why is it okay to accost strangers on the street?

I can't remember if it was Vegas or Henderson but at least one officer in one of those two cities told my girlfriend's employee that a man who grabbed her breast didn't break the law because he stopped after she told him to.

It was a few years ago but at the time I doubted it was true, yet I wanted to test the law IF YOU KNOW WHAT I MEAN

The card slime would be perfectly happy with a receptacle service immediately after their pitch. They don't mind almost all the cards ending up in the trash...that is what they expect. They are playing on that fraction of 1% or so that keeps the card and uses it later. Those guys will still keep the card...and there is less trash for the county to get upset about.

I would think that may well be an approach to limiting the card slappers...Figure out a way to bill them for the waste. Charge a dime a card for everyone found outside a trash receptacle. And require a license to litter to do it...that might fly.

Probably 3 percent of people take them. Just a guess. Ramp that number up to 10 or 15 percent and it drastically reduces the chances of them finding the one sleaze ball that will pay. Even if they still give them out the large percentage that would be recycled would be worth it.

Last time I was on the strip a year or so ago I walked through a covered sidewalk construction zone and the whole tunnel was full of those cards. People just toss them on the ground.
