Any judge in an appellate court of a state can say any number of things in a minority opinion, and that doesn't make it the law of the land, or even of that state. And, Justice Tolman isn't in Nevada. And, the OP hasn't been back here since 2010.

While you may be right, the facts stand on their own , hundreds of traffic tickets have been dismissed when challenged using his rulings , even some in the state of Nevada. Proof also in the fact that I personally door and have apperated my RV and tow vehicle all over the US , an yes I do get stopped from time to time and never have I had my vehicles impounded, only need to show the paperwork to the duty officer in each case . The only time any police officer has any type of Jurisdiction is when you are using the public roads, highways for profit. I stand on Justice Tolman interpretation of our Rights, as long as it is done safely.

Let it be known that selling three cars in a year only applies to people who register, insure and are the legal owner. It is a misdemeanor to buy cars to sell for a profit, even one. If the sale is under 650,00 dollars its a misdemeanor, if its over $650.00 it's a felony. Those of you curbing vehicles better be careful, your ass is on the line.
