Don't the aunt and uncle want them if they all must live in Serbia? Or do they only want the kids if they can get the government handouts here for them? If the aunt and uncle won't take them back to Serbia, then they'd be better off being put up for adoption by people who aren't in it for a green card and handouts.

Why? Would you like to send them some of your own money for living expenses or offer them and their adult blood relation guardians shelter under your roof? Please do! The rest of the taxpayers have enough indigent people to pay for who are actually entitled to it.
Who decides who is entitled to what? Who decides what is a humanitarian decision? Who decides on the fate of US citizens too young to do it themselves?

If my husband and I die my kids will be sent 'back' to the UK even though neither of them have ever lived there, one of them is a born US citizen. If you fail to leave appropriate arrangements for your kids to remain in the US in case you die then they either become wards of the state or they are handed to the nearest family in whatever country they reside in. That is a fact of immigrant life and one that other immigrant parents should take notice of.
