Unfortunately I filed a tad (3 days) too early. They rejected the application and mailed back everything except the pictures we submitted and they also sent back the check with a stamp on the back with payment info to the US Treasury.
The only instructions are "to resubmit" the information within the 90 days. That's easy - the time it took to mail it and then mail it back means she's now within the 90 days prior to her green card expiring. But there's some grey areas ...
My questions are:
1) Should I resubmit my application with a new application form with new dates of signature?
2) Do I need to fork over another $545 (biometrics + application fee)?
3) They failed to mail back our pictures. Should we resubmit them too?

USCIS would not have cashed your cheque so you're not 'forking over another $545'
I did the same thing, sent my application off too early and they sent it back. I just resubmitted it all again and changed the date.
They accepted the application the second time because it was within the 90 day period but they refused to remove the conditions so I had to send in a bucketload of paperwork proving joint almost everything.
The folder I sent them was pretty large...they removed my conditional PR
