Although I doubt you'll have to pay taxes to both Canada and the US, as an American (or US permanent resident / green card holder) you still have to file US tax returns and report your worldwide income to the US.
The IRS doesn't care how many citizenships you hold and either you got another citizenship after becoming an American. You're an American for them. They also don't care where you live. As an American, you have to file your tax returns whereever you reside.
So once you become an American citizen you are obligated to file an annual income tax return for life even if you emigrate to another country and become a citizen of that country?
Something doesnt sound right about that as i know dozens of Americans who have become Canadian and none of them are filing yearly income taxes to the USA,they consider themselves Canadian

If you don't want to be American anymore give up your citizenship. Considering yourself a Canadian for 30 years would suggest you're not considering yourself to be American anymore. It makes sense to me that you would have to still file tax returns and pay taxes if applicable. You could come back to the country at any time and be entitled to access resources etc that are funded by taxes.

Yes, you got it right. As an American citizen (and permanent resident / US green card holder) you are obligated to file an annual income tax return for life even if you emigrate to another country and become a citizen of that country. The fact that you know dozens of Americans who decided not to do that doesn't mean anything. It's their own business.
Have you paid taxes to Canada all those years? If yes, you probably don't owe anything to the US. However, you have to file.
Look, yes, all those people who became Canadians and who did not officially renounce their American citizenship ARE Canadians, but they also are Americans. Is that so hard to understand? Yes, they left the US, but they are still Americans. Per the curent US tax law, they have to file and report their worldwide income whereever they live to the IRS, even if they don't owe any tax. You may not agree with it, but this is just the way it is.
Social Security records are clear and available just for his asking. Get the records sent to him/you from Maryland.
