I am a US citizen. I filled an application to bring my mother this year with the USCIS. The petition was approved and sent to the National Visa center. A fee was paid this week and I am waiting for response.

I would like to bring my sister as well. She is 20 and will become 21 on August 2011. Should I:
* Wait until my mother comes and applies for her as soon as possible while she is still 20.

*Or modify my original application with my mom so my mom and my sister can come at the same time (if that is eve possible)

Check the rules on the USCIS Home Page website.

Be aware that if you are talking immigration from some countries (China, India, etc) you are looking at years (10+) on a waiting list for a visa number for your mom and/or sister. The USCIS website has approximate wait times based on your region, but don't make any near-term plans. Siblings and parents of adult children are very low priority, strictly limited, and the waiting lists get longer every year. It was 10-ish years two years ago, so I wouldn't be surprised if it's up to 15 years by now.

You cannot add your sister to your mother's app.
Your mother can come immediately, but for your sister, it will take 8 years if you apply (possibly more, depending on where you are from); if your mom applies and can do so before your sister turns 21, it will take only a few months, but if your sister turns 21 before approval of the petition, it will take about 5 years. So I say get everything ready, and have mom apply the moment she gets her greencard.

Check the latest Visa Bulletin for your sister's country. She is in the 4th preference category if you sponsor her. Currently processing 4th preference applications from 1988 for Philippinos, 1995 for Mexicans, and 2002 for other countries. 2A category if your Mom becomes a resident and sponsors her and 2B if she is over 21 when you Mom sponsors her.
