I have a co worker with the following situation:

1. She is a 20 year old Permanent Resident with a green card which is nearing expiration she says.
2. She wants to become a United States Citizen.
3. She came here with her mother at the age of 10 and has lived here for 10 years. Her mother is married to a US citizen who was born here but her biological dad is not a resident of the USA. Her step dad sponsored them when he married her mother.
4. Her mother was granted US citizenship 5 years ago when she was 14 or 15 years old.

I told her I did not think she had to apply for Naturalization because her mother naturalized when she was a minor and that all she should have to do is fill out the form for a Certificate of Citizenship but then I started thinking I was wrong because she is now over 18. I searched Google but cannot find any clear answer. Does anybody here have any ideas?

No, I do not believe your friend is a citizen. Green cards now expire after 10 years and have to be renewed. She should have no problem becoming a US citizen and the referenced uscis website will give her all the information she needs to start the application process. Good luck.

She is eligible for US citizenship since several years ago. Eligibility is 5 years after receiving permanent residence status.

What is up with the mom naturalizing and not getting the kid done at the same time?!

She's not a citizen now - but she's eligible to apply, as apparently she's been a permanent resident for longer than the requisite 5 years. Had her mother been more informed, and perhaps applied for her citizenship as a dependent minor 4 or 5 years ago, this wouldn't be an issue.

I would think the mother would have chosen to have the minor child naturalized at the time she became a citizen. Maybe the biological father didn't allow it?

She is an adult and can apply for herself now.
