The house passed a legislation with bipartisan voting 389-15 to remove the country caps in the yearly 140 000 green cards by the State Department. Until now, because of a cap of green card, no more then 7 % of the total 140 000 allowed from one country. Workers from countries like India, China had to wait for 10-15 years to get Green Card while somebody from Germany can green card in 2-3 years. This long wait was detrimental in attracting talent in Tech sector from these countries. With passage of this bill, Green card wait will be short especially for citizens of India and China while it will be longer for say somebody from Iceland.

15 year wait does suck. Who wants 35 year old, stale, talent from offshore? We want fresh 20 year-olds that are well educated, willing to work hard, and not stale.

So, you could say that folks wanting to immigrate from Iceland... got put on ice.
For the casual observer, this looks like justice for the unfortunate Chinese and Indians who wait decades.
But Congress always has its heart where the money is. The brain drain, China's expansion in Africa and the prospect of studying Newtonian Physics in Mandarin 30 or 40 years down the line is making them resort to some pretty wild tactics.
First the homebuyers visa and now this... the concept is clear. They are trying to prevent these people from leaving.
This country needs more intelligent people. The ratio of the underclass is growing rapidly. We need more educated people with high standards to maintain our competitive edge in generations to come.

I wouldn't say a 35 y/o person is "stale". That worker has more possibilities of being well educated. 20 y/o? If lucky, he/she will have an associates!
I don't know why people assume that this increase in GCs for India, China, and other bigger countries like Mexico (subtly left out of the news) will translate into "more capable and intelligent people". The requirements to get a visa are the same no matter your country of origin. This only means less diversity, because people from smaller countries will have to wait forever.

Because the immigration programme is supposed to encourage diversity.Now I assume that means that the US doesn't end up overrun with too many people from single nations.
However the way the system works doesn't seem to do this, and yes, I'm from Europe and already waited 4 years for my Green card when only 5,000 people on average per year from the UK get employment based Green cards.

A 20 y/o from India and China coming here will surely be well educated. At 35, you're in management. We have enough management folks here. There's no value in importing them.
Just another assault on the American worker.We don't have enough jobs around for our own citizens.
I know,its happened in nursing. We have employers who keep trying to import Fillipino nurses when we already have new grad nurses looking for work.

Do you know why is that? I thought it was more expensive to bring nurses from other countries because the employer has to offer them same salary and benefits plus immigration costs.
