I had SSN, Driver License and Bank Account in California when worked in US with L1 visa from Mar to June 2008 AND from Feb to Nov 2011. Could I get EAD (or other working permission) when I go to US with H4 visa in 2013 or 2014?

Please share if you have the same situation.

Currently no. This is one of the amendments in the Immigration Reform Act currently going through government channels but is not yet law.

Thank you for your quick response,

I have around 10 years experience on Java Development and I want to find a job when going to US. It's hard to stay at home without doing anything. Do you have any suggestion/advice for this situation? Could I work as part-time employee or freelancer?

Just because you post the same all over the web will not change the answers If and when a proposed change will affect H4 holders - no one knows.
H4 - no employment; neither full time, nor part time nor free lance. It does not matter if you have a SS#. Your drivers license was tied to your I-94 and expired with it. Let's hope you notified the bank that you are a W8 customer.

H4 visa is not even eligible for SSN, forget about EAD. You will not even get cell phone contract from AT&T on your visa status.
Having said that, you already have SSN. Driving license expired or still valid? I dont think they will entertain H4 visa holder request for extending DL but then rules vary from state to state. Bank account yes because now you have SSN from previous visit.
Employment-well wait for 2015 H-1B visa so October 2015.

H4 is eligible for duration of I94 for DL. You do not need a SS# or residence or visa to open/hold a bank account in the US.

I think Bank of America allows H4 to have bank accounts with ITIN, though.
