Wedding plans/intentions weren't announced prior to her arrival in USA on a tourist visa (or were they?).

I am not your lawyer, you are not my client, anyone taking my advice should have their head examined, and: I would strongly suggest going the Fiance(e) visa route. I-129(F), follow the instructions to the letter (this is really important) and try to stay ahead of the process on gathering supporting information etc. to avoid losing time. It's a tedious process, but it's aboveboard and doesn't present the USCIS with anything they may consider suspicious. FWIW, I proposed on New Years and we got married in May, so...
