I have a friend who would like to apply for the Green Card Lottery. She lives in Europe.
However, she is worried that if she were to try to enter the US in the meantime (as a tourist), this lottery application would cause her immigration issues at borders (agents would for instance believe she's not going back to Europe/overstay her visa).
Would this application have an effect on a potential tourist status she may have in the future?
No. As long as she abides by all the conditions attached to the visitor's visa, it's fine. You can find all the information you need on the USCIS website which is linked in the first "sticky" on this forum.
Immigration lawyer blogs seem, in general, scarily uninformed on DV processes and often have completely wrong information. It's worrying that there seems to be no comeback for these lawyers.
On the topic, just entering or even being selected for the lottery is not an issue. Once a selectee has submitted a DS260, then they have overtly demonstrated immigrant intent and that may be a problem. If the person can still demonstrate that the trip on a tourist visa is temporary and they have ties to go back home, they will be fine. If they cannot (no job or casual job for example) it would be a problem.
