US government has a warning on travel to Turkey . https://travel.state.gov/content/tra...es/Turkey.html

Starting July 2018:

This does not include Turkey, but Turkey could be on the list again.

And the earth COULD actually be flat. ESTA is not a visa but a travel authorization.

Immediately, they started to halt visa application service for Turkish citizens. In response, Turkey did the same for US citizens.
The ESTA is an Electronic System for Travel Authorization is an automated system allows visitors to travel to the United States under the Visa Waiver Program. Here is the list of countries with an ESTA agreement

Andorra, Australia, Austria, Belgium, Brunei, Chile, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Japan, South Korea, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, New Zealand, Norway, Poland, Portugal, San Marino, Singapore
Slovakia, Slovenia, Spain, Sweden, Switzerland, Taiwan, United Kingdom

Turkey and the United States has NEVER had an ESTA agreement. Turkey isn't considered a European nation or stable ally.

There has been tensions between the US and Turkey for awhile now - mainly over the Turkish treatment of bombing Kurds - who were key allies to the US in Iraq. However, there are a list of other conflicts on Wikipedia. There is no predicting future US Turkey relationship.

The OP parents were Italian citizens. Honestly, it might be better if he applied for Italian citizenship - however it is done - and reapply to the US for a visa. He might have to live in Italy for a certain number of years depending on when his parents gave up their Italian citizenship, if they did give it up at all.

Predictions or history - Turkish citizens apply for and get B1/B2.
