Only a user would ask another person to commit fraud. When you need help, he will not be around. It's a one way relationship.

It happens here and in other desirable countries time and again: they seem to never “fall in love” in Nigeria or Pakistan

Tell him to sign a rental agreement in advance and use that rental for his address. The same goes for hostel- I bet you will never hear from him again after that: he will move onto someone else- though he could still arrange this with some other silly chick and stil target you just for sex if he manages to get in the US without your help or would ask to move in with you to stay for free.
He may even marry to get a green card..if that what his final plan is
This type of people engage several people at the same time - telling each of them that they are one and only- hoping one of them will give in.

You are being tricked into the situation where you are financially responsible for him under the guise of “just needing an address”- no such thing.

He might be engaged to a woman his family selected for him or could be even married.
They target young women, as well as the older ones
Hope you did not meet him on the Internet.
Just don’t do it!

He doesn't have enough in his checking/saving account. He needs to prove he has adequate funds and will not be a burden to the US or be living on streets. Really, it's a common sense rule

No School will ask whether any Friend will cover rent, food, utilities ?? It is Tommy's responsibility to show funding. It looks like Tommy is short of necessary funds. Actually International Student Office sends an I-20 letter of intent with estimated funds (Tuition plus living expenses) required. It is Tommy's duty to show such funds in his bank accounts to embassy official to get student visa. It looks like Tommy is short of funding. so he is trying to get a letter from friend.

Right. However, if I read it right, the school asked Tommy to ask a friend for the letter with proof. The school may have been suggesting a way Tommy can meet the requirements to come. He gave it a shot, but it didn't work.
