Regarding filing in the US. Isn't I-130 can be filed for anyone in the U.S. even if he or she overstayed their visa?

Are there any concerns I need to be aware of regarding affidavit of support or health insurance?

Family based CR1 - non US partner stays in country of domicile until Green Card is approved.
Do not bank on approval and count on at least a lengthy process with an overstay.

Affidavit of support - it is often a hang up especially when co signers are required. Read the fine print. This signature lasts for ten years rain or shine.

You seem to focus on what you want to see. You may want to involve an immigration attorney.

Correct. We started her process the Monday after we got married and it was completed in 60-days +/-. I think getting married first demonstrates a real commitment and, she gets a green card right away.

How long does it take to get a green card from marriage?
The current total wait time for a marriage-based green card averages about 17 months (Boundless updates these figures monthly, based on analysis of USCIS data). This will vary depending on whether you are married to a U.S. citizen or green card holder and where you currently live (additional backlogs may be applicable depending on your location).

Here info from Immigration Law Office websites. You would think that lawyers probably know the timeframe best. I guess depends on the backlog in your region.

In the best circumstances, the application process will take 30-44 months if the immigrant spouse is married to a legal citizen.

It should take anywhere between 7-15 months once the United States Citizenship and Immigration Services USCIS has everything it needs.

That was a while ago. I got my physical Green Card at point of entry and it had no expiration. Things have changed.
Green Cards are alotted to specific applicants and spouse is a priority so no waiting for a slot.

Those are ambulance chaser sites. The only actual information you find is on uscis.gov and travel.state.gov.

I would think have her come over on a passport and get married while she is here.

You may be in the honeymoon phase and its great but does not last, being married to a foreign national creates a large set of potential problems and I would stick with a local but good luck to you.
