Sorry I can't help with specifics but just some basic suggestions.

With 476 it's very easy to be 'far away' but still close to things. Example: Mahoning Valley is ~15minutes north. Lehighton has a state police office there and is a bit cheaper to live than Allentown. However, it's also quiet and much lower levels in crime. Other towns around that interchange might be good to check out too.

You will get more shopping in the larger cities - but all the basics are found in some of the small towns too. More 'bang for your buck' if you will on price.

North of 22 will save you $ in general. Once you hit south of that it's an 'easy' drive to Philly so more commuters drive up the prices. The same is true if you are north of 80 (but that is more north from where you are talking) as that is 'close' to NYC.

Best of luck!
