Is there anywhere in PA to report dangerous driving?

Today, near the South Mall in Allentown (I believe) I was cut off TWICE by the same teenage driver in a small black car. He cut me off and then him and his male passenger laughed and speeded up. If I was his Parents I would want to know! I was so shaken I pulled into the Mall lot to calm down. I then saw him cut off another driver at the light directly in front of the mall He cuts in to within INCHES!

Is there any place to report this? I took his plate numbers down. I don't want this creep to know who I am but if I read in the paper about an accident and realize it was him I won't forgive myself. Someone may be killed because of his risky behavior.

By what you have said you have no worries about him attempting to find out who you are.
He been doing this for quite awhile I'm very sure so you would be one out of ? that would have potentially reported him to the police.

You can easily stereotype both the driver and the vehicle.

Young male between 16 and 28 years of age.
Drives an older Honda sedan or coupe and because said individual does not have large sums of money to spend on his car it ends up looking like a clown car with a noisy, go-kart sounding " coffee can " tipped exhaust.
Because of his lack of confidence and common sense he attempts to compensate for his lack of financial means by driving said car in an extremely dangerous manner due to having something to " prove".

This results in a dangerous environment for the rest of us.

... and has grown up playing video games where the consequences of near misses and accidents are very different than real life.
