1 floor retail
20 floors office
9 floors condos
3 floors penthouse suites

Loch an extension until Nov. 6 to find tenants. Zoning and planning approvals are to be filed by Feb. 6. Loch will have 30 days to close on the property after that date. By that schedule, construction could begin as early as March 2015, Loch said, but construction won't begin until at least one major tenant is on board, he said.

Loch will "move forward" with the plans even though he has not secured a tenant. See paragraph #10 of the same article. He won't "begin construction" without one major tenant.

Dietrick Group - 90 South 9th - Landmark Tower, Office Building, 90 S. 9th Street, Allentown, PA

OK So I found this page googling around. Does anyone know how old this page is? How relevant is it to this discussion?
Also, what is the atmosphere in Center City now with all the new projects around Center Square? I mean, that is a massive amount of construction for Allentown, and that has got to have some sort of greater impact on the city! That ought to fuel not douse the flames for the Landmark tower development. And the Americus center rehab...

The shot of the Allentown skyline with the Landmark tower added in is quite awesome! The tower adds an element of, yes, counterpoint to the PP&L building. Well, let's see what happens...

At 33 stories, the Landmark will be the tallest building in 65 counties. As Pittsbugh has more than a dozen building taller than this proposed tower, I assume this comment is a colorful way of saying it will be the tallest building in Pennsylvania outside of Philadelphia and Pittsburgh.

Entirely appropriate in view of the fact Allentown is the biggest city in Pennsylvania outside of Philadelphia and Pittsburgh.

I congratulate Allentown for this shiny new trophy. When will construction begin?

March at the earliest, but Loch said he would go forward with plans without a tenant. However, he will not begin construction without a tenant.
