I received an offer in the mail today to lock in a natural gas price of 46.8c per CCF for 2 years. UGI's current price-to-compare is 52.6c per CCF though I've noticed in recent years the price goes down in the warmer months.

However, according to the federal government they're projecting a pretty significant increase in residential natural gas prices over the next 2 years. https://www.eia.gov/outlooks/steo/report/natgas.cfm

I have noticed that the price has gone up a bit in the last few months. So what do you think? Stick with UGI or gamble with a locked in fixed price, which is currently 12% lower than UGI's price to compare?

I don't have a crystal ball, but there is a big natural gas supply gut, not enough pipeline capacity to get it anywhere useful, so I don't see prices going up big any time soon. The company making this offer is probably betting prices will go down below what they are currently offering.
