I agree with Pacomartin: South side Bethlehem is problematic; North side is definitely much better, but I think that would probably be above your budget.

I agree with MrKite regarding safety and price. If a house is priced under $100,000 in any of the three cities, its priced that way because it's in a questionable area or it needs a lot of work. There are modest homes in safe areas of all three cities but their prices are closer to $175,000. At least, that's what I've seen. Why not look for a row home in one of the small towns in the area? Coopersburg, Nazareth, Emmaus and Hellertown all have row homes that are nice and reasonably priced and there are no unsafe areas in any of those places. Emmaus and Hellertown are both very walkable places.

If you are looking for a safe area in that price range I'd probably check out Schuylkill county. All of the houses in that price range will be older and you will be looking at needing to make repairs/upgades but you could probably get the whole package for 75k or less.
