Pennsylvania law allows a tenant to make necessary repairs and deduct the cost of the repairs from the rent under certain circumstances. Under the old law, repair and deduct was allowed in only two situations: The landlord had promised to make repairs but repeatedly failed or neglected to do so.

here's another one: Tenants may withhold rent or exercise the right to “repair and deduct” if a landlord fails to take care of important repairs, such as a broken heater. For specifics, see Pennsylvania Tenant Rights to Withhold Rent or “Repair and Deduct”.

Expect the landlord to countersue for 3 years of unpaid late fees.
