There really are no bad small towns surrounding Allentown or Bethlehem. Your biggest problem is going to be finding a rental house in the first place and then getting them to agree to accept pets. I've found that most rental homes are not listed in the paper. People just advertise them by putting a sign up in their front yard or maybe put them on Craig's list.
craigslist: lehigh valley classifieds for jobs, apartments, personals, for sale, services, community, and events The most walkable small town (IMHO) is Emmaus. Hellertown, Coopersburg, Macungie and Nazareth also have nice town centers.
