This (the bolded) is the problem right there. Old houses, no - any houses - are not built to accommodate communal living. There is no insulation between floors, which are usually creaky wood floors, and the plumbing is not insulated so everyone hears water running, toilets flushing, etc.etc. If you move into a house that has been converted to apartments, you are going to get noise. Period. The only thing you can try to do is carpet your place and apologize to your neighbors and say you're getting carpeting in this old house and you hope that helps with the noise a bit.
