These are my only two options. Which city has less crime? Which city has a better job market? What are the pros and cons to each? Why should I choose one over the other? Thank you.

Lived in Memphis for 20+ years and never heard anything really great about West Memphis. It's just sort of 'there' with not a whole lot going on, except for the greyhound track I guess. Fairly easy access to some of the nicer attractions Memphis offers, the zoo, sports, concerts, airport, etc if that matters.

Do you have to live in Arkansas? West Memphis is simply a suburb of Memphis but it isn't the nicest one. You would probably be working in Tennessee if you lived there since most of the jobs are in Memphis proper. In that situation I would recommend living in Memphis itself or in one of the Tennessee suburbs over West Memphis.

If considering only Arkansas, I would say Little Rock. The biggest difference between these two places is that Memphis is a mid-sized city and has the kind of amenities you would expect to go along with that. Little Rock is much smaller so it isn't going to have as much. One thing LR has that Memphis doesn't is the Ouachita Mountains so it might be preferable if you like outdoor recreation.

If your job is in Memphis, but you just have to live in Arkansas, then look at Marion. It's a very nice suburb with great schools. Marion has grown like 2,000% since 1990. West Memphis, AR is not exactly a nice town.

It is not for you to say where Blacks can or cannot live. A person has the freedom to live where he or she wants to live. If this presents a problem for you, then, too bad.
