Why do people still think it's ok to text and drive? (Hilton: live in, law)

I see at least 10 people a day texting and driving. Why do they think nothing of it? They are putting themselves and US at risk every time they whip that phone out. Do the cops even try to enforce this? If they would enact a $250 fine for every offense the state would be able to balance the budget!
I've never seen someone text while driving but I do see people text while at a red light. Which I generally think is ok. But while texting and driving at the same time, is def uncalled for.
I still see more people talking on the cell phone. But yeah both are no-no's. Why not just enact $1000 fines from the get go? That'll make people get off there phones. And increase it by another $1000 on each future offense. I don't care if the towns make money off of it, get off your damn phone and they wouldn't be making any money off of it. The only exceptions I would give is for emergencies.
And for the thousandth time...cops are allowed to talk on their cell phones while driving. I don't agree with it but its in the law of each state that bans talking on your cell phone while driving.
People are stupid and arrogant. It's the same thing that makes a 20 something wannabe Paris Hilton in an Escalade tailgate me while she can clearly see I have a toddler in my back seat. It doesn't cross her mind for a second what damage would result if I had to stop short and she rear ended me. It's arrogance, cockiness, manifestation of "attitude", carelessness.

don't forget the people who are in a line of traffic, decide they are better than EVERYONE ELSE that is waiting in line, and guns it in the next lane over (whether it's a turning lane or not) just to cut everyone else off.
