judging by the photo, it doesnt look like a heating oil fill that would have been used in the last 70 years. Also, an oil fill would be in the vicinity of another pipe which would serve as a vent.
It could be a survey marker, it could be a cap covering the streetside water shutoff valve.
Dig next to it by hand, and reach for it, it might be nothing.

Hi Guys,

Thanks for all the replies. I didn't expect to see so many replies in such a short time. This forum is awesome.

The pipeline is on the side walk right outside the house by the front steps. The house has a small front yard. The pipeline is approximately, I would say, 15 feet from the front of the house. I don't see any other vent pipe next to this pipeline.

I checked the block and I don't see the same pipeline on the sidewalk outside other houses. However, I checked the next street over I do see a couple. One is on the sidewalk same like mine and the other one is on the front lawn of a house. I don't know what is a survey marker though.

From what you guys are suggested, I feel much better and have more confidence now. You guys are right. I shouldn't let this bother me and miss out on a house that I really like.

If I were you I would ask the homeowners on the surrounding streets what those pipes are for. Better to know now in case anything ever comes of it.

I am glad you feel better. I just signed a contract for a house with an oil tank inside the home. I have no idea if there was another one outside. I signed regardless. I want the house no matter what and there are just too many buried oil tanks to pass up a great house. JMO

Honestly I would just get open the lid and smell whats inside. Id rather know now than after I move in and no one is willing to help.
