VS is the absolute worst when it comes to violation of private property rights and other issues of building code BS. It's simply not a good place to buy a house if you plan on ever doing anything in that house. They even recently proposed requiring permits to have a dumpster in your own driveway.
I like it that way. Unfortunately, sometimes things have to be TOO strict in order to ensure unscrupulous people don't take advantage. If you are a person who is on the up and up with what you are doing, you don't have to WORRY about the strict regulations. If you are not, we don't want you here anyway. Strict regulations keep illegal apartments away so the houses are not bursting at the seams with residents. They keep the flophouses bought by absentee landlords that they fill full of illegal aliens away too. They won't want to buy around here. Besides costing more in services and not paying their share of taxes, dwellings like this can also be dangerous fire hazards to their residents, the homes around them, and to volunteer firefighters.

But you also get penalized for finishing your basement for personal use with the commissars permission. It's nonsense everywhere, not just in VS, but VS is one the worst when it comes to that.
I'd rather have things be strict. Look at all the posts on here about people trying to buy a home, yet finding out that there is no CO, additions were made without permits, etc. Tons of drama to go through for what? Because the person selling the house is lazy and shady? Life would be a lot easier if people simply could not even list their homes unless all the paperwork was in order.

That's what would make it simpler? What about cutting out the BS and just leaving people alone? Life would be a lot easier if people could just modify their private property as they see fit. Why do you need a CO from the government? If someone wants to build something in their house and then someone else wants to buy that why should the local warlords have a say and get a cut? You want to ban renting out multiple apartments in a house? Ok, that can be worked out in a different way. Talk about tons of drama, try building a basement bathroom legally. Now that's drama.

I'm not sure exactly how it could be worded, I'm not a lawyer. But there must be a way that doesn't interfere with people building as they please in their own homes.
