So sometimes when I am out running I see two rubber strips across the road and then there is a type of box attached to a utility pole with a chain. What is this? Does anyone know? I didn't have my phone this morning but I could take a picture. Just curious.

Yup. Might be looking to see if a traffic control device is needed, or if there is one already existing, see if a turn arrow is needed, etc.

one rubber strip means they are checking traffic flow...two means speed measurements usually.

Disagree. Not possible to measure speed with two rubber strips - this does not account for the differences in lengths between axles on different vehicles.

hmm interesting. there are actually two boxes and two sets of rubber strips per box. boxes are set up approx a block apart.
