Also, try doing this at about 2AM, when he might be asleep. Drive your car, in front of his house, BLAST MUSIC, then drive off. If he calls the cops complaining of noise, how will they know the source?
Try to get his phone number and prank him. Do it at all times of the day/night.

Use the White House general phone number and call and say you are from the Secret Service and it has come to the President's attention that he hangs anti-black symbols (Confederate flags) on his property and plays "taps" twice a day as a sign of his wish for "death" for certain races. Tell him he has to come to a LI government office for an interview about this right away. Give him the address of a Federal government building on LI.
I know this is going to sound strange but I have a neighbor across the street from me who is a little out there. He has all kinds of political signs and confederate flags outside on his lawn and rarely comes out....EXCEPT at about 7 am and just before 11 pm to play taps on his trumpet. A neighbor has complained to the town and the town sent him a letter but he just doesn't care. And if you say anything to him or yell for him to stop while he plays it....he'll play it again. I looked up our town code as far as noise goes and sure enough you only have to be quiet between 11 pm and 7 am so he knows what he's doing. Any suggestions? I never get to sleep past 7 am and some days he'll play it repeatedly...4-5 times. It's literally driving me crazy and I don't know what to do! This morning a neighbor yelled at him to go to bed and he played it 3 more times after that. This guy just does not care and knows he's making everyone's lives miserable and nothing I've googled has really given me a helpful solution. The police know him and have come to talk to him before but it does no good. All suggestions welcome!!!!
If it were me I'd have my husband hiding somewhere near this guy's house pitch a 70+ mph ball right at his face a couple of times. After a few black eyes, broken nose, broken teeth, etc., he might think better of his trumpet serenades.
Post his address on craigslist, along with an offer of free furniture, on a first come, first serve basis, daily through June first.
Isn't that what craigslist is for?
Oh, and be sure to repeat as necessary.
I would make the ad say "FREE BUGLE!"
