There are no time restrictions on the LIRR but the worst of the traffic is at rush hour.
I lived a couple blocks from the Stewart Manor station when I lived in GC and the noise was not an issue at all. Honestly if you live in GC there are very few areas that aren't near train tracks or a station = there are 5 stations, New Hyde Park, Stewart Manor, Nassau Blvd, Garden City and Country Life Press. Kinda hard to avoid!
In terms of noise, the difference between the hempstead line and the mainline is huge.
The trains on the hempstead line don't reach the speeds and there are no diesels on either. I'd have no problem with a house near CLP, Nassau Blvd and Stewart Manor.
I have no idea about whether where you're talking about is fine or not, but to comment on my experience with trains....
I lived in Wantagh probably 3-4 blocks from the train, elevated line.
in the summer, it was never an issue, didn't really hear it at all... in the winter, when the leaves ewre off the trees, you could hear it inside at night. It was surprising how much of a difference the trees made. it was annoying, but not a huge deterrent..
