Ads posted on train station platform poles and on billboards in bodegas, local grocery stores in low income neighborhoods.
Its quite easy to find renters who are illegals, not so easy to make them be GOOD tenants though.

Found mine through a broker who said it was legal. Ad was in two papers, rent was comparable for the area. Separate meters as well.
