Obviously an EDP. Probably has been to Area 4 on more than one occasion. May actually have delusions and fantasies about talking to cops (or even believe he is one.) Very troubling.
Police will shoot to stop the threat (of imminent serious bodily injury to themselves and/or others). Police are taught to aim for "center mass" because it is the most effective way to stop that threat.
No cop is taught to shoot to "wing" someone by shooting them in the hand or leg for many reasons: First, that probably won't stop the threat, and second a hand is a small target. The only situations where a good guy can shoot a gun out of the hand of a bad guy is on TV.

really? he was walking out of his house on his way to work and had a heart attack. how was that "in the line of duty"?

How about you do some research before posting foolish nonsense? FYI, Farley was punched in the chest during a fight with a bad guy and suffered a subsequent heart attack. His death was ruled line of duty.

Or the name of the officer who shot a civilian?
