I've seen people doing a survey and marking the trees with pink ribbon. I spoke with town planning and they told me that they didn't receive any subdivision plans. Does anyone know?

It would be a good idea to ask those people what is going on the next time you see them.

From what I am reading by Googling the intersection:

There appears to be a number of accidents at that corner.
A woman died in one of the accidents back in November.
Pink tree ribbons = tree slated to be removed.

If there are other survey marks in the street, you might be seeing road work to make the intersection safer and/or a traffic light being installed.

I was a little north of there at St Johnland and Oakside where it appears a drainage program was undertaking at that intersection. Whether that's planned for River Heights Dr remains to be seen.

Speak to the Highway Dept -- sometimes one hand doesn't know what the other is doing.

RES-2012-826 The Town Board to authorize the Town Clerk to advertise for a public hearing to be held at the Eugene A. Cannataro Senior Citizen Center, 420 Middle Country Road, Smithtown, New York on the 20th day of September, 2012 at 7:00 P.M., to co

The online notice does not give much information as to size, height, etc. I can't see it being any smaller than one of the Sunrise assisted living facilities. The people on the end of Lower Rd will lose the privacy they've enjoyed being adjacent to the builder's lot (stinks, but it's a chance one takes next to undeveloped land) while those on River Heights Drive opposite the proposed site will be looking a several floors of complex and even more traffic.

The proximity to St Catherine's makes this a very desirable location for assisted living.

I guess if I had no choice I would opt for assisted living vs. garden apartments.
