I wonder if landscapers are signing contracts with Massapequa Park to cut grass on behalf of the town who'll, in turn, bill the property owner for the service (+ a "handling" charge above what the landscaper got)?
Yes they've asked to Landscapers (all of which must be registered to work in Massapequa Park) to help out possibly on a rotating basis. So good news if in the case of say an elderly couple that are having trouble they will work with them. In the case of someone being non-compliant (ie Bank REO, Foreclosure etc) Fines will be levied.
But, as usual, NYS for whatever reason does not enforce this law. Nor do they care about things like the old Grumman plume in Bethpage spreading to nearby aquifers on LI--Cuomo is silent on that. And then you have the naysayers who complain about the need for multiple layers of gov't. This is how things actually get done on a local level.
NY like most governing bodies have so many laws on the books for everything from grass hight to fa&%$ng in the wind it almost becomes a pick & choose what to enforce. But; if needed you have the law on the books to enforce.
Besides to enforce all the rules you would need to hire additional zoning enforcement officers and who wants to pay for that?
There are a couple of other towns that do this as well on LI, however they are more affluent in nature.
Friends of our family live in Woodbury and they have very strict house-property maintenance codes. You must have your lawn mowed and neat, you need to have your driveway blacktopped and re-done every few years, you can't leave any types of "unique" trash out on the sidewalk or curb (such as stoves, old sinks, etc) and on top of that still pay the 20-25 K property taxes!

Actually now that you mention it I am not sure if they are a part of an incorporated village or an HOA, but those rules still apply. If it helps they live somewhere near the Syosset high school, but east of there in the Woodbury area.

I believe Woodbury is a hamlet. Maybe there is something on the Town books relating to high grass, abandon pools, etc. and they report it to the Town? Not sure how else they would enforce it.
Woodbury is indeed a hamlet and census designated place in the town of Oyster Bay.
