I don't believe the TNH has any policy dictating direction but I am not 100% certain. Therefore, if I am correct it is not a case of right or wrong. As a kid growing up in TNH, the neighbors always got the benefit of the finished side of the fence, if you put it up. However, that might have just been a courtesy that was always without question extended, and for the most part sadly we all know where courtesy has gone!!!
I would never install a fence in any other direction than out

If I was installing a fence I would present it to my neighbor if they would want to contribute to the cost if it would benefit them also. If not I would face the nice side of the fence my way.

The one I did in the late 50s was a split rail. That solves the in/out problem. Both sides look as bad as the other.

1) I think neighbors should do what they believe to be the right thing. If you think it's right to put the nice side out, why would you be a dirtbag and do any different?

2) In my view, it just "looks right" to have the finished side facing out anyway.

To OP: The person putting up the fence should install it so the "good" side is on the outside, IMO.

I think it is wrong. When we had our fence installed the fence company assumed, without any input from us, that the good side should face out.

Is the "bad" side of the fence really that bad to look at anyway? Who gives a crap, as long as it is put up neatly and kept up.

There are many fences out there that are the same on both sides although they are more expensive.
