Any accessory structure or change to the house footprint is a red flag. The only exception to this is a finished basement. Houses here weren't build finished, so they know if you did it they are going to make you get it up to code.

I agree if it is a simple remodel but the OP said the plan was to relocate the kitchen to another part of the house. That sounds like a lot of plumbing and electrical work to do without the permit so that is why I responded as I did.

Relocating a kitchen is a big deal, vs. just blowing out a wall to expand it to another room. Quick rundown of what I experienced with my tow: I purchased a fixer-upper and immediately finished the basement and did a massive remodel of the kitchen which included structural changes for a vaulted ceiling, skylights, etc., with no permits. A few years later I legally put a major addition on the house and had a number of inspections performed. The inspectors saw the basement, the kitchen, etc. and never said a peep about them. Maybe I was lucky, maybe the inspectors are getting lazy, but I thought for sure I was getting nailed for the prior work I performed on my home. I'm not suggesting that this be used as any kind of guideline, it's just my experience. My taxes went up once the official inspections were completed.
