It was for the period in which our power was out 8 days, yet there is no deduction made for when I didn't have power. Actually, it was about 20% Higher than the previous month's bill.

I guess I need to Evaluate the Situation.
You shouldnt be charged basic service for the days well when LIPA couldnt provide basic service.
You could also tell them you'll pay them in 7-10 days, maybe longer, the storm was more severe than I had predicted so I need more out of state money flown in to cover the bill, that I will not accept right away because its not union money and when I do accept them I wont be able to manage the extra resources because I use an antiquated computer system

Aside from those 8 days without power, did you increase usage in power? Lights, tv, pc, etc--were they ran longer than the previous month?
If not then I would call them and ask how the bill was higher than the previous month when there was no power for 8 days.

Either way, I would call for credit for basic service charges and any portion of fees that were increased from this (PILOTS, NYS Assessment) and ask for any late fees (if charged) to be waived.

If the meter was read, not estimated, you would be billed on usage. There won't be a deduction for what you didn't use.
It could be a cycle where they provide an estimated reading.

I get monthly however every other month is an actual reading. In between is an estimated.
