Did the cop write down the serial number from the placard? If not don't even mention the old placard it when responding to the citation?
You can easily fight the ticket. Make a copy of the old tag and/or a copy of the new tag. The person owning the tag needs to type a letter stating your car was being used for transporting them (doesn't matter to where). Have it notarized. Also get a copy of their ID as you will need it (Drivers Lic or non Drivers lic).
fwiw if they added the $455 to your registration, it means she didn't get it cleared up. Per the below table the ticket was issued over 60 days ago.
