Last fall I planted two non fruit bearing plum trees where you are looking to plant yours. They both made it through sandy and only grow to 25 feet.

Sidenote: I hate that "strip of land between the sidewalk and the street!" It is such a pain to water with the sprinkler. Who thought to make that a hallmark of suburbia anyway?
