You should post in the Town of Hempstead thread since rules there are/can be different. That said, what kind of remodel. Generally speaking, You can redo your kitchen without a permit. Now if walls are being moved etc. that is another story.
So, to update this, I had a contractor come in and gut the whole basement and redo the drywall layout as is. Did the wood floors upstairs as well. Painted the whole house.
The build enforcement guy from the town said he saw the dumpster and it wasn't one of the town approved ones but decided to let it slide since he rather I get it finished and move in (pick his battles).
You can always self-contract and do "handiman" contracts for smaller jobs.
I dont get the oil tank thing? What is issue? If it had no permit in first place and has no oil in it cut it out.
I drained my old one, cut it out and scrap yard took it away. If you never had a permit in first place, it is not connected and has no oil in it do not open a can of worms that does not to be opened. Also so what if it is there. Half my block have empty oil tanks in their crawl spaces when they coverted to gas.
