Turn everything off and or unplug in your apart, if the electric meter is still turning sombody tapped into one of your lines.
Likley
1 Growing pot plants
2-Running electric heaters.
Go down to the basement when everbody in the house is home then kill the main breaker (your circuit breaker panel) then hide with the lights out and see who comes down.
Then call the cops
Thats a good one!! I would bet a pay check that someone is def. stealing some electric on this one. Keep us updated.

Something is certainly wrong. Either the meter was read wrong, someone is stealing by tapping into your electric, the meter is running fast (I had that happen, fought it and received a new, normal meter) or you're being charged for more than one apartment.
That was my first thought.... that someone is tapping into his electric. There's no way the bill should be that high. Sounds more like he's being charged for the entire house.
Didnt he say there are seperate meters, (as in that was his usage on his meter ?)
I'm telling ya sombodys burning 400-1000 watt pot grow lamps in some closet or a heater 24-7. (Likley tapped into a wall or moved a circuit (wire) on to his breaker panel)
If that meters is spinning with everything in his apt unplugged call the cops (get it documented) and landlord last.
LIPA wont get involved "inside" the house they are only responsible up to the meter. (unless the landlord has a contract and thats such a slim chance your better off playing the lottery)
LIPA may request a detective and electrician, you may have one hell of a theft of services lawsuit if the landlord did it.
It happens all the time; Especially if you have "refugees" in the building….. if you know what I mean. they do the same thing with phone lines.

I had that happen with a phone line in the first apartment I rented. The people next door had their service shut off, so they phoned MaBell and had the service in my apartment(prior to me moving in) turned on. They ran up that bill and never paid, prompting Ma Bell to cut them off. I moved in and attempt to get phone service. The phone company is telling me that I owe them money! I asked how could that be? They sent someone out and he found a wire run alongside the building from one apartment which was cut just beneath my window.
Someone tapped into my business fax line, which is generally used for local calls. Back when long distance was itemized, the bill for the fax line was 3x the price as the voice lines that we had! OOPS!
During July of 2006, we threw a few parties and used the pool quite a bit along with the a/c. In August, when the bill came it was $1076! I could not imagine this was possible, but after thinking about how hot it was, the amount the pool filters were on, etc., I paid the bill. The next month, it was $876. Fast foward to summer 2007 in Colorado where the largest bill we received was $205 for GAS AND ELECTRIC! We have two 3.5 ton a/c units and they were on quite a bit, but no pool. Can you imagine such a difference? To be fair, the house is newer and better insulated, but remember this included gas and electric for the month. Go LIPA!
I'm confused-I have a ridiculous bill..I'll spare you the details but they mimic those discussed. I was recently told by my county to call LIPA and tell them that I'd like to read my own meter and enter it. LIPA basically told me not to bother as they read it every month..(Really? Hubby lost his job 9 months ago-and he's never seen a soul come to read the meter, plus I have 4 dogs) and since I never know when it was read (my bill says on or about 3/3/09, hasn't been read yet as of yesterday per LIPA) and the mail creates a delay-how could I ever verify their numbers are correct? That being said I insisted on reading my meter anyway and was told that the company will always use their rate over mine, so....I will call and ask for a meter change under their program, but I'm not holding my breathe...
Since LIPA operates as a not for profit corp, but isn't under the control of the Public Service Commission who do I write to, Steve Levy? Any other suggestions..I have a great letter all set to go....:0)
Figured out what was wrong today.. This is what happened:
I move in and try to switch over LIPA account from landlord to my name, LIPA advises that I have to pay the current balance on the account to do so. I agree to this, so I go to the LIPA office and pay 23$
Next month comes, and the outrageous bill is here. The bill says that last month was 23$. The bill is incorrect. When I went to the LIPA office, the person told me it was 23$ for only TWO days of service.
Outrageous bill comes from the estimate they made from those two days of high energy usage, PLUS the fact that only two days of last month were only paid for.
I went to take a reading of the meter myself, and they were off by about $160. So what my bill turns out to be is (Last Month - 2 Days) + This Month = $380 - $160. That is my guesstimate, which should be close. I'm waiting for them to send me a new bill now.
Since when do you have to pay the balance for switching the account over? I just moved in and switched the account over in my name with no problems. Also, I was just curious about balanced billing and was told that the family who was there 2 months prior had an average monthly electric bill for $87 (2 bedroom apt.) so I elected to see what my first few bills were going to be before jumping on the bal. billing. I'm waiting for my 1st bill to arrive.
Is this a normal thing to have to pay the balance of the landlord's LIPA bill?
