I'd venture to say a large percentage...
Many towns require permits for any kind of rental, including whole house rentals, which makes it easier to cross check STAR eligibility.
Also, I'm wondering, now that Towns get information from NYS re income limit ($500K) if they don't also verify the address used to file taxes
