Actually I believe homeowners are obligated to disclose any material defects that could not be seen upon inspection. And that would be something people would possibly not buy the house due to knowing.
No, you're not required to disclose anything in NYS. Seller forks over $500 at closing and they're not liable for not disclosing.
On a related note to plumes, it is surprising how few long islanders care about whether they live near large power plants as well. Not as bad as the nuclear one up in Westchester, but still troubling.
Think the public primarily thinks that if nobody says don't do something, it must be okay, whether that be plumes, power plants, or other similar items...

And power plants in your town is not a negative. Island Park and Glenn Head have two huge ones that pay a boat load of property taxes that subsidize town so they have cheaper property taxes.
Towns that have a zero commercial basis usually have very high taxes. Oyster Bay Cove for instance I see some homes selling for at little as one million with 40k in taxes.

Financial down-side and health down-side are very different things. Yes, good from a financial perspective for someone else to carry a meaningful amount of the tax burden, however, well documented that power plants spew out harmful chemicals. For instance, never understood why Northport people never cared that monsterous power plant was right nearby. Same goes for Astoria.
Would rather pay higher taxes than live right next door to a power plant.
Not to downplay the fact that all Long Islanders are criminally overtaxed. But relatively speaking, $12k near a large power plant vs. $15k away, I would pick the latter.

Why is the nuke plant in Westchester a problem? It provides cheap efficient energy at low cost... something Shoreham should have done for LI (and Millstone Nuclear plant in Connecticut currently does on the LI Sound but the dummies at the time on LI did not fight that one even though the effects of a meltdown would be the same).
