Isn't it the responsibility of the business owner / home owner to ensure the sidewalks in front of their place are shoveled?

Absolutely. In some Suffolk County towns the business owners are fined as well as homeowners when sidewalks in front of their homes are not cleared within 24 hrs.

Yes, and this is the reason the towns aren't plowing back on to the shoveled sidewalks so business can go on. So pedestrian traffic can walk safely. Let's face it they did a great job in Nassau, unlike queens where the neighbors had to plowing there own roads.

Homeowners get a warning letter sent to their house by the town, which takes a few days by itself.
