My current basement has old floor tiles and one wall has some old paneling. The rest of the walls are just the foundation walls. So the basement is not entirely unfinished like the boiler room, it's not really fully finished either.


If I just put up drywall and maybe update the flooring, do I need a CO? What's the definition of a finished basement or a rec room? I will not be adding a bathroom or kitchen or anything. Just want to put up walls and make it cozy.

It has to be heated living space. Even in these crazy banking times, idk anyone getting COs for a basement dry walling.

Yes, you need a permit and a CO. As Twingles said, you're making it into living space. That requires proper egress, lighting, ventilation, heating, and electrical.

Just wrapped one up before the holidays where we filed for a permit and a CO. No worries for the homeowner if he decides to sell down the road.

It might cost more to do it properly and legally, but you wont risk having to tear it out if you decide to sell, or get caught, which would then be a complete waste of money.

I believe you need a building permit and co if it's conditioned space (ie., heated/cooled). You're best off contacting your town's office of the assessor.

You're better off just doing it. Screw contacting any town for permits. Why invite troublemakers into your home.

I have forced air with ducts running through the basement and one vent already in place down there. I technically wouldn't be adding any heating/cooling.

I had no heat in my basement - it wasn't even drywalled but crappily paneled and we needed a CO - and I can guarantee you if the OP is bothering to drywall it she is putting in electric as well.

It's living space and it needs a CO.

Also, if done properly, do all Rec rooms need an egress window or are they only needed for finished basements meant for sleeping?

When I was looking at homes, 99% of those with finished basements/rec rooms did NOT have an egress window so I don't know what to think.
