Better yet, take the poop, drop it on his porch.
Ring the bell, and when he comes out grab him by the back of the neck and rub his nose in it and tell him he's a bad boy and not to do it again.
Then beat him with the bat. Or a rolled up newspaper.

He was thoughtless. But not malicious - some person walking their dog probably dumped it in his garbage can and he rightfully so was pissed.... BUT it was asinine on his part to dump it in the street - like where did he imagine it would go? Right back to the numbskull who put it in his garbage can???

In all fairness, I don't think he believed that your car would run over it (it was in the street, after all). I wouldn't confront him on it, since it wasn't directed at you. Why start off neighborly relations on something that will in all likelihood never happen again....Chalk it up to "Poop happens"
