Yes. But they will probably suggest putting the vent through the side of the house, because roof vents are more likely to leak.

I dont know any electricians who will install, flash and repair shingles for a bath vent. I wouldnt really trust one to do it properly either.

Call a roofer, or a reputable handyman. Make sure they're properly insured if they're walking around on your roof.

If it needs to go through the roof call a carpenter. If it can go through the siding with a j-block or into a vented soffit than an electrician is fine.

I needed a kitchen exhaust duct through my roof. Had a handyman do it, and he bought a roofer with him to the do the roof portion. See my old thread about it. Its been 2 years since the install and no problems so far.
