It isn't. THe legislature, in its infinite wisdom, passed the law without getting Albany's approval to collect the nickels. Albany denied it, so now the merchants get to keep the nickels.

I don't live in Suffolk so this is a non-issue for me until it comes to Nassau (hopefully it won't).


My biggest issue is that I don't plan my supermarket trips. I never know what I'm buying or how many bags I'll need until I finish my shopping... so it's a bit hard to bring bags when you don't know how many bags to bring or how big they should be and things like that.


I would rather pay the 5 cents because it is less of hassle then rummaging around my house for bags.
