Probably because the plastic bag fee is a "tax" and not an actual charge. Thus, it falls under the no taxes on food for EBT card holders. It is not really about saving the environment. It is just a way the government can make extra money.

I can’t believe so many are crying over 5 cents. All you have to do is bring your own bags and you don’t pay it. So it’s not actually a tax. Just like I don’t buy bottles of water so I don’t get charged a deposit or end up paying $3 for water...
I have been bringing bags for over a decade. It’s not that hard. Plastic bags are an inferior product in comparison. I shop for a family of 4 with a few bags. Much better ergonomically.

Plastic bags are terrible for the environment and even if you want to keep using them, they're only 5 cents.

As the OP, I was wondering why certain classes of people are exempt.
Because It’s a TAX, not about recycling.

EXACTLY! Give the. Free bags for a month before this “tax” took place, this way they have MANY bags to “recycle “....because that’s what it’s about right?
